build a trigger payload with arbitrary-length keys

Compose a real-world trigger registration: campaign ID, geo, segment, conversion type. Pre-v131 each aggregatable_trigger_data key was capped at 25 characters. v131 removed that cap on triggers (sources still cap because they're persisted). Add long descriptive keys while the remaining duplicate, empty-key, key-piece, and value-budget checks stay visible.
