where the cost lives

low = nearest-neighbour or bilinear, single-pass. Cheapest, sharp pixel edges.

medium = bilinear + mip-style filtering or short kernel. Soft, fast.

high = wider kernel (often bicubic / Lanczos depending on the platform). Smooth, slowest.

On Paint API canvases this attribute had no effect pre-134 — paint worklets always rendered at the default. Now you can match the canvas-2D defaults you'd already standardised on.
