Bandwidth Estimator

HEVC (H.265) was added to Chrome 136 for WebRTC. It delivers approximately 40–50% lower bitrate than H.264 at equivalent quality, and 20–30% lower than VP9. This is especially impactful for 4K video calls where H.264 would require 15–25Mbps vs HEVC's 7–12Mbps.
