Accessibility & i18n Audit

The auditor checks for: missing <rp> fallback brackets (accessibility), empty or missing <rt> annotations, disproportionately long annotations that warrant constrained ruby-overhang: spaces, missing lang attributes, and suggests the best ruby-overhang value per block.
